India's approach to investment tactical: EU

March 14, 2003 13:14 IST

European Union on Friday charged India with making a monster of investment and competition issues in the World Trade Organisation negotiations for purely "tactical" reasons, and said in reality New Delhi could only gain by them as they increase the flow of foreign investment.

"There is no problem of substance... Its only tactical as India's investment regime and competition law are already WTO plus plus," EU Trade Commissioner Pascal Lamy told PTI in an interview.

"The reason why we want it (investment and competition) is it is good for the system as it will help trade opening benefits to be translated into economics. If you don't have investment or competition legislation, it doesn't translate into foreign direct investment or benefit to consumers," Lamy said, indicating there was softening of India's stance on these contentious WTO issues.

What EU had been demanding was an investment regime which was ready-to-use, basic, and low-ambition, so that later they could be built on, he said, adding "this is not a problem for India on substance."

"When you look at Indian investment legislation, it's not a problem, When you look at Indian legislation on competition, it's not a problem as they are already WTO plus plus," he said pointing out that EU did not want them for its benefit because it already had them.
