"Kashmir was deadly in all sense... we ourselves were put on personal danger at times; Gujarat... it is not so dangerous but it is certainly much nasty," he said in Ahmedabad.
There was an inherent difference in the kind of killings in the two states, he said, adding, "certain thing encompasses a society in ways that is not healthy."
Asked how the bureaucracy was compared to August, when he came for a visit and severely criticised a civil servant in Vadodara, Lyngdoh said in a lighter vein that "Vadodara is a friendly place".
