EC reviews arrangements for Oct 28 polls

A full meeting of the Election Commission was held today to review the arrangements for polling for four Lok Sabha seats in Bihar, one in Assam and a repoll in outer Manipur, scheduled for October 28.

The meeting, chaired by Chief Election Commissioner Dr M S Gill, asked the deputy election commissioners to get in touch with the Union Home Ministry and the state governments for deployment of security forces, EC sources said.

Polling in four constituencies in Bihar -- Bhagalpur, Khagaria, Rajmahal and Purnea -- was postponed due to floods while in Dhubri in Assam voting was cancelled following the killing of BJP candidate Panna Lal Oswal. Alongwith polling in these constituencies, repoll will be held in more than 100 booths in outer Manipur.

The commission has also directed returning officers to submit an analysis of 1999 elections and suggestions for improvement in the system, the sources said. The reports are to be submitted by the returning officers by November 30.

The meeting also undertook an internal review of all handbooks of instructions and circulars so that these could be updated.
