'Hopefully, the PM will celebrate Diwali at home'

Breach Candy Hospital, Mumbai, was swarming with cops. There were three three security checks before Pramod Mahajan was available in a makeshift office that has been set up on the hospital premises. In the office, three men are busy downloading and printing out "Get Well Soon" emails and e-greetings. The put the printouts in three thick files. Each file must at least have 1,000 pages!

Mahajan was busy dealing with the throngs that wanted to meet the PM "personally" to wish him, but when he came for the Chat, he stayed on for beyond an hour to answer the queries on the PM's health, the government, and, of course, on his ministry: information technology.

To everyone concerned about the PM's health: The prime minister is recovering fast, he has already started walking with the help of a walker in the room. Ravi Kumar: The PM has already resumed his normal duties. He is meeting ministers, officials, taking briefs from them, and guiding them. I think after Diwali, he will start taking Cabinet meetings and I am hoping that he will attend the Parliament session which is scheduled from the 3rd week of November.

NJM Raju: The National Democratic Alliance has its own manifesto on which we fought the elections and won. And we will implement this manifesto in the next five years. Any new situation beyond this manifesto, can be reacted only after the NDA coordination committee deliberates on it and as NDA coordination committee has neither met nor is likely to meet in the near future, it will not be proper for me to react about the RSS resolutions on behalf of the NDA.

bis: There is nothing like Acting PM in the Indian Constitution! The PM is the PM. There is nothing like even a deputy PM in the Indian Constitution. There is nothing like delegating authority of the PM to someone else. Only in the case of emergency, when the PM is abroad or indisposed, he can permit a cabinet colleague of his choice to preside over the Cabinet meetings. This has already done in the past when the PM was on tour. The PM then asked Home Minister L K Advani to preside over the Cabinet.

Manoj: No, I am not an IT expert. I have a working knowledge of information technology. And in our cabinet system, we don't expect the ministers to be experts in the portfolios they are dealing with. I can only say that I try my level best to study the IT related policy issues in the government and resolve it. My job is to have a proper IT policy, legal framework, and awareness campaign, which I am doing honestly, and to the best of my ability.

Gautam: Nobody was waiting to meet Bill Gates in queue. It was Bill Gates who invited the chief ministers of important states for lunch and accepting a lunch invitation cannot be seen as a wrong gesture. At the same time, one must also remember that when India is trying to be a global player in IT, keeping Bill Gates on the right side is good PR which nobody should miss!

bis: Nobody in the government or NDA is happy for raising the prices of petroleum products. Due to unfortunate rise in international prices, this has happened. Frankly the government has passed on only one-third of international burden to the customers and two-thirds has been taken by the government of India. Yet, the PM has promised Mamtaji to have a second look when he returns from Mumbai and resumes his duties. I am sure the PM will have a second look somewhere at the end of October or early November. Let us all wait for that

Srini: As a minister for information technology in the government of India, my job is to promote Bangalore, Mumbai, Hyderabad, Chennai, even Mohali and Guwahati at the same time. I am happy that there is a healthy competition amongst different cities of India to become the IT capital. Let us take a final decision when the Athens Olympics begin!!

Radhika: No, I don't think so. There is an inherent contradiction between the NCP's national and state politics. That makes the DF govt very vulnerable. By the way, history shows that Mr Sharad Pawar is capable of getting MLAs elected on his own, but by the end of the term, he is left with only five of them! This has happened twice in the past, and you know, history has a habit of repeating itself.

Venugopal HG: At a personal level I feel very unhappy that somebody is punished at the age of 80. But, as a nation, all of will feel proud of our judiciary which has shown us that nobody is above the law. At the same time, one must also make some kind of introspection and change the laws so that the bribe takers are also punished. You can't clap with one hand! I really feel sorry for Narasimha Rao, what he did was to save Congress government in power; what he did was in his capacity as a Congress PM and Congress president; today, the whole Congress party is disowning him and saying that law will take its own course. These are the same people who forced Narasimha Rao to go to Race Course after Rajiv's assassination. That exposes the Congress culture. Courts might have punished Narasimha Rao, but the people's courts should punish the Congress party.

Radhika: The greatest achievement of IT ministry is IT Act 2000. By passing this act, we have become a part of digital dozen in the world. Now, we are one of the first 12 countries who have made e-commerce and e-governance legal. I am very happy to announce in answering your question that the rules and regulations under this law have been framed, a controller has been appointed, and from tomorrow (October 17), certifying authorities can start applying and very soon, digital signatures will become a reality and hopefully, from 2001, e-commerce and e-governance will have legal support.

Gautam: For any success in IT, apart from IT literacy, what you need is connectivity and electricty. We are aware of this triangle of literacy-electricity-connectivity. Literacy is easy, connectivity is within reach, but electricty is still more difficult and we have to tackle this problem in a coherent manner. At a policy level, we have taken all decisions which we should to increase the bandwidth and electric power. But it will take a couple of years to actually get the needed bandwidth with energy support.

vikram: I absolutely agree with you. What people expect from govt is efficiency, and transparency. IT gives both. And so it will be my endeavour to see more and more IT is used in govt functioning. Today, it is optional, tomorrow, it has to be mandatory. The people in govt service already have to be trained but for those who will join in future, IT knowledge will be mandatory. And now as IT law is in place, it is all legal. I am sure in a few years down the line, most of the government will be online.
