Q. While disposing of the petition of Nalini the accused in Late Rajv Gandhiji's murder case, the High Court had observed that the petitioners plea that the Prison Advisory Board was defective , that it did not have seven members as per the prison rules, the relevant records were not circulated among all members , was correct. Why the public servants drawing huge public fund as monthly salary are so lethargic in implementing the rules even in the vital area like prison ?
