Q. Frivolous complainants who clog d courts & put parties 2 inconvenience 4 years needs mre den just d threat of a modest fine 2 deter them. Der r many cases including public interest litigations which on d face of it r frivolous. Many of them r only 4 propoganda or 2 win cheap publicity. Dey do nothing mre den clog d already overburdened justice delivery mechanism. Supreme Court in abid 2 curb such litigation dat serves only 2 tke away d judiciary's time from other pressing n genuine cases, has often warned lwr courts 2 ensure dat frivolous complaints & complainants r discouraged imposing fine.
