Army personnel selling weapons in grey market?

The Indian Army has ordered a high-level inquiry into reports that its personnel, including some generals, were selling non-service weapons in the grey market in Rajasthan.

"If there have been any breach of regulations in procurement and sale of non-service weapons, the inquiry set up by the Jaipur-based Army's South Western Command will probe it," an army spokesman said in New Delhi on Wednesday.

The action comes in the wake of allegations by senior Rajasthan officials of illegal sale of such weapons.

Army categorises non-service weapons as those which have become obsolete and are being phased out of service. The spokesman said that while such weapons could be sold, the sales were bound by tight regulations and in any breach, action is taken.

"These weapons are, if available, sold at government approved rates to all ranks," the spokesman said, but clarified that one personnel could buy only one weapon after procuring a valid arms license.

The reports quoting Rajasthan officials had alleged sale of weapons like foreign made pistols, carbines and semi-automatic rifles through dealers in Bikaner and Sriganganagar districts, which border Pakistan.

Army officials said that once acquired, the retention of such weapons or their subsequent sales is governed by law.

"In case of weapons, the provisions of the Indian Arms Act are so strict that it can be sold only to a legitimate buyer having a valid arms license as well as verification of antecedents of the buyers," an official said.

The spokesman said the army had received communication from the Rajasthan government on sale of these non-service weapons and 'we have moved to probe them.'

The reports said that state officials had identified 30 army officers allegedly involved in illegal sales of arms and these included two officers of the rank of major general and one having the rank of brigadier.
