Against the backdrop of renewed terror attacks, the government on Wednesday said the Border Security Force needed to be imparted special training in the fight against proxy and low-intensity warfare.

The remark by Union Home Minister Shivraj Patil assumes significance as the BSF is being phased out of counter-insurgency operations in Jammu and Kashmir to be replaced by the Central Reserve Police Force.

"It is very important to train the officers and jawans to fight this proxy war. It is necessary to train them in this tactics and strategy," he said addressing BSF personnel at the force's annual investiture ceremony in Delhi.

Patil said the low-intensity and proxy warfare do not recognise the boundaries of time and region and is being waged "anywhere and everywhere."

Terrorists are using all kinds of modern weapons and the government was committed to equip "our personnel with modern weapons to fight them," he said days after a bomb blast killed at least 11 people in a mosque in Hyderbad.

"We need to give a different kind of training to the officers and personnel of the BSF, different from what is given to the military and police," to equip them fight the proxy war, he said.

Patil also expressed the government's committment to ensure the welfare of the families of those personnel killed in combat. "A pension scheme or any similar measure. We are looking into it," he said.

"Such a proposal came before the Cabinet, after which a Group of Ministers had been constituted to look into it. We are not only hopeful but also confident of finding a way out," he added.
