Intelligence inputs indicate that Bangladesh territory has been used, in some cases, for launching operations against India by terrorist groups based in Pakistan or Pakistan-occupied Kashmir, Rajya Sabha was informed on Wednesday.

The government has taken various steps to control the infiltration of terrorists and arms into the country, the government said in a written reply.

Steps taken by the government included strengthening of the Border Security Force and equipping them with modern and sophisticated equipment/gadgets, reduction of gaps between border outposts, intensification of patrolling, accelerated programme of construction of border roads and border fencing and provision of surveillance equipment.

The government, however, denied circulation of CDs commending Taliban, smuggled from Nepal and containing calls for jihad (holy war), being circulated in border district of Bihar.

However, a CD on these lines is reportedly in circulation in Bhojpur District. The Bihar government and intelligence agencies are seized of the matter, it was informed.

The government also informed the Upper House that Jammu and Kashmir Working Group on confidence building measures across the segment of society in the state has recommended the review and revocation of laws that impinge on fundamental rights of common citizens, such as Armed Forces Special Powers Act.

An expert panel has been appointed to review the Act to different areas of the state, he said, adding that the review will be carried out in conformity with the legal requirements of a periodic review of the application of the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990.
