The Indian entrepreneurial community is optimistic about the conduciveness for commencement and growth of their ventures in the country, even as markets are evolving and adjusting to new realities, a latest report says.

"Indian entrepreneurs are confident about their ecosystem. On a scale of 5, where 1 reflected an extreme poor state; 3 an average one and 5 an excellent state, entrepreneurs have scored India at 3.31," according to a perception study released jointly by consultancy firm KPMG and The Indus Entrepreneurs titled 'Entrepreneurial India'.

The report further added that 'the Indian entrepreneur today is optimistic, willing to take risks and is prepared to accept failure. India is on an entrepreneurial growth trajectory. The beginnings are already in place and steps have been taken in the right direction.'

According to the entrepreneurial India state-level confidence index, Andhra Pradesh has the highest confidence score of 4.14 and is much above the national average of 3.31.

The other states that are ranked above the national average of 3.31 include -- Goa, Rajasthan, Maharashtra, Gujarat, Tamil Nadu and Punjab.

Meanwhile, Chandigarh, Karnataka, Madhya Pradesh, Uttar Pradesh, Haryana, Kerala, West Bengal and Delhi were rated below the national average.

Elaborating further the survey said the perception of various states differed drastically, as entrepreneurs in a mature ecosystem have higher expectations which might lead to low scores on some parameters and vice-versa.

This is the very reason that Delhi -- hub of entrepreneurial activity in the unorganised sector -- has received lower score, largely due to higher expectations of its entrepreneurs for taking the ecosystem to the next level, the report said.

"With a slower economy it is critical to create an even more enabling ecosystem to motivate aspirants to make the leap to a full time entrepreneur and to enable current entrepreneurs to stay in the game," KPMG India executive director Jehil Thakkar said.

The study surveyed over 1,000 entrepreneurs across 15 states and included parameters like infrastructure, finance, manpower, local environment and ecosystem, regulation and governance.

According to the survey, finance, infrastructure and manpower are the three most important factors for fostering entrepreneurial growth.

The study further highlighted that Gujarat is the most preferred destination as 23 per cent entrepreneurs preferred these states, followed by Maharashtra and Haryana with 13 per cent and 7.5 per cent of entrepreneurs voting for these states.

Tamil Nadu, Andhra Pradesh and Delhi received almost equal number of votes and were preferred by around 5 per cent of entrepreneurs.

The sectors that are most optimistic are -- services and manufacturing, the study said.

Meanwhile, considering the challenges faced by entrepreneurs the study recommended few changes such as -- speedy land acquisitions and dispute settlement through dedicated courts, development of land clusters with dedicated infrastructure.

In order to increase availability of funds, the report said changes should be made in lending guidelines for banks and exchange like AIM should be created for entrepreneurial ventures.
