New housing policy for Maharashtra by next month

The new housing policy will be implemented by the next month and for aspects of the policy like creating a housing regulator which needed a consent from state legislature, Bill will be introduced in the monsoon session of the state legislature, said Maharashtra Chief Minister Vilasrao Deshmukh.

He was speaking to reporters after the meeting of elected representatives from large cities of the state like Mumbai, Pune, Nagpur, Nashik and the other places on the state government's new housing policy.

It may be recalled that the state government announced a draft housing policy on November 1 last year to mark the two years of Democratic Front in the office.

The policy is aimed at making available affordable housing to common man and increasing the housing stock.

Speaking to reporters justifying the delay in implementing the policy Deshmukh said, first of all we had given two months for citizens to file their suggestions and objections on the policy, subsequently due to the model code of conduct for municipal election and budget session of the state legislature, we could not finalise the policy.

And during the session many elected representatives from the major cities where policy will have an impact, demanded that the state should call a meeting and listen to their concerns.

"Though Deshmukh claimed that decisions like making it mandatory for builders to sell the flats only on carpet area basis, making it mandatory for builders and developers to reserve a certain number of flats in their scheme for middle and lower middle income groups, many senior officials have doubt if they can be implemented only with cabinet decision and ratification from legislature is not required. So we really need to examine what can be implemented only through executive decision and what cannot," said senior official.

If the state government needs to bring a comprehensive Bill then it is anybody's guess, how much time it will take to draft the Bill and then get it passed from both houses of legislature, said sources close to development.
