CII, CEA chart power sector reforms

The Central Electricity Authority and industry body CII will present a white paper on power sector reforms to the government by the end of this month, a senior government official said.

"We will be submitting the white paper on the power sector to the power ministry by month-end or early next month," CEA chairman Rakesh Nath told PTI.

On July 4, the government had announced that it would constitute a task force to attract more private investment in power equipment manufacturing apart from looking into other issues like allocation of coal blocks and relaxing the entry of new vendors for early commissioning of power plants.

The government has asked the CEA and the CII, who will be partners in the task force, to submit a white paper on the issue within a month, Nath said, adding that the CEA has all the required data and would soon prepare the white paper for the needed reforms.

The government has set an ambitious target of adding 78,500 megawatts (MW) power in the 11th plan, which the power ministry itself feels, would be impossible to achieve without the active participation of the private sector. Power Ministry had earlier blamed state-run equipment supplier Bharat Heavy Electricals [Get Quote] Limited for failure to achieve 10th plan target.

It had also said the country could not achieve the 11th plan target even if Bhel doubles its capacity. The country had added only 22,000 mw to the power generation capacity during the 10th plan, half of the target.
