Why your calls get jammed

Network congestion level has increased leading to inter-network jamming at the points of interconnection, loss of calls, repeated call attempts by consumers, deterioration in quality of service and consumer dissatisfaction, according to a TRAI report.

There were about 39 worst affected points of interconnections in December 2006 when congestion level was over 40 per cent, as compared to 60 PoIs in September 2006, according to a TRAI release.

The POI Congestion Report analysis for the period of October-December 2006 reveals that the number of POIs with jamming had increased from 483 in September 2006 to 526 in October 2006.

Though, the overall performance has improved but in Karnataka, Andhra Pradesh, Haryana, Kerala and Tamil Nadu circles, the number of POIs having congestion has increased. Out of these 389 POIs in December, 2006, in around 199 POIs the congestion level was more than 5 per cent as compared to 274 POIs in September 2006.

The number of POIs, where the congestion level is more than 10 per cent were 137 in December 2006, whereas it was 204 in the month of September 2006.

The circles/ states badly affected due to POI congestion are Bihar, Assam, Rajasthan, Madhya Pradesh, North East, West Bengal, UP-East, Orissa, Gujarat, Karnataka, AP, and Jammu and Kashmir. 

In respect of POIs from private mobile operators to BSNL, the number of POIs having congestion has decreased from 366 in September 2006 to 300 in December 2006 but the performance has deteriorated in Karnataka, AP, Haryana, Kerala and Tamil Nadu.

During the same period POI congestion among the private players has also decreased from 117 in September 2006 to 89 in December 2006.

It may be recalled that TRAI had issued direction for providing interconnection within ninety days from the date of payment.

However, this power of TRAI has been challenged in TDSAT. The issue regarding interconnection is also pending before Supreme Court.
