Govt job: Perform well to get hikes

The central government employees may get increment in their salaries on the basis of their performance as the Sixth Pay Commission is looking into the possibility of adding productivity-linked incentives to their overall income.

The employees, who are expecting a substantial hike in salary by the Sixth Pay Commission-set up by the central government last year, may find that their annual increments would be linked with their own and group performance. The Commission has been asked to submit its report in three years.

The sources said the Sixth Pay Commission headed by Justice B N Srikrishna is examining the feasibility of working out a model whereby a base salary would be attached to each post based on the conventional criterion of skills and responsibility together with second component of linking percentage of the salary to productivity and the performance of the employees.

Currently, pay and allowances in government jobs are linked to service-incremental salary scales and promotions under different service rules.

Pay increases are based on annual increments and the salaries depend more on length of pay increases are based on annual increments and the salaries depend more on length of service and grades rather than the performance of an individual employee.

In a way, sources said, a model would be prepared to have a modified pay structure having fixed and variable components with variable component linked to performance measures.

The commission has given the task of assessing this possibility to the Indian Institute of Management, Ahmedabad. The study would examine the correct basis of pay increases and their relation to performance and productivity of the employees.

Besides, the Pay Commission has been asked to assess possibilities of evolving a direct correlation between new pay model and delivery of services to citizens, organisation and other departments.

The commission has also given the task of estimating the compensation package for government employees and cost to the government to Xavier Labour Relations Institute (XLRI), Jamshedpur.

The study would asses the total cost incurred by the government for its employees in various grades and sectors. It will take into account salary, various allowances as well as the other benefits like housing, transport facilities and so on.
