Telecom Minister A Raja is likely to brief Prime Minister Manmohan Singh in a day or two on the changes he wants in BSNL's mega tender to add 45.5 million GSM lines, which was approved by his predecessor Dayanidhi Maran.
According to sources in the ministry, Raja has already sought an appointment from the Prime Minister's Office for which a detailed note is being prepared by the department of telecommunication on the GSM tender floated by BSNL in late 2005.
The delays in placing the orders for creating additional capacity in GSM telephony has resulted in massive losses for the PSU and it has already slipped a notch to fourth position in terms of market share.
Sources said that roping in PMO was necessary as some of decisions taken by Maran need to be overturned. Raja has sought clarifications from the PSU over the disqualification of US telecom giant Motorola from participating in BSNL's tender.
According to sources, Motorola was disqualified on the grounds that the company did not have experience in 3G mobile telephony, while BSNL had reserved 25 per cent new lines for 3G operations.
Raja questioned the decision, saying there was no need to keep 3G segment in the tender when even the policy for 3G mobile telephony was not in place. Besides, the spectrum issue is also yet to be resolved.
