Brushing aside the National Democratic Alliance's charge of security lapse in connection with the attack on senior Bharatiya Janata Party leader Ravishankar Prasad, Bihar Chief Secretary G S Kang said on Friday that the police were probing all aspects of the incident but it would 'not be possible to provide foolproof security to everybody and at all places'.
"We don't agree that there has been lapse on the part of security personnel, which led to the unfortunate incident. Further investigations are in progress and we will be able to come out with a statement only after the probe report," Kang said at a joint press conference with Home Secretary H C Sirohi and Director General of Police Ashish Ranjan Sinha.
One platoon of Central Reserve Police Force and policemen from Nokha were present at the Bazaar Samiti ground when the youth, brandishing pistols, opened fire and injured Prasad on Thursday, Kang said.
"Circumstantial evidences suggest that the assailant is a Vishwa Hindu Parishad activist," he said, while showing a copy of the letter recovered from the pocket of the attacker, who was nearly beaten to death by the crowd that captured him.
Information received from the family members of the attacker revealed that he was deranged and a fanatic, Kang claimed.
The attacker had scribbled on the letter and identified himself as Munna Kumar Rai alias Thakur Hulchal Rai of Karamhansi village, Nokha (Rohtas). He had addressed himself as a 'hardcore VHP supporter', Kang said.
Bihar BJP president Sushil Kumar Modi and organising secretary of VHP's Bihar unit Radhamohan Singh have strongly denied any link with the assailant.
Modi charged that the administration had 'planted' the paper in the assaliant's pocket several hours after he was beaten unconscious by the crowd after the assassination attempt to discredit the VHP.
Kang on the other hand denied the charge that the administration had planted the two-page letter in the assailant's pocket and said the local BJP candidate Rameshwar Prasad Chaurasia was the target and not Prasad.
