National Conference president Omar Abdullah accuses the Mufti Mohammad Sayeed government of not providing sufficient protection to Kuka Parray especially in the wake of the recent killing of another top counterinsurgent Javed Shah.
"Parray's killing would have a demoralising effect on the Ikwanis, as the counter insurgents are known in the valley, and the security forces. Parray had done a remarkable job as a counterinsurgent.
"He should have been more careful particularly after Javed Shah was killed on the night of August 27," Abdullah said.
The central and state governments did not think highly of the counterinsurgents, he said.
"After Javed Shah was killed, Deputy Prime Minister Lal Kishenchand Advani said terrorists had killed some counterinsurgent by the name of Javed Shah.
"Shah was not just another counterinsurgent but a top ranking one who had fought terrorists at considerable risk to his own life," Abdullah said.
He feared an armed struggle among second rung counterinsurgents now that Parray's death had caused a leadership vacuum.
