Now, FIRs at kiosks!

Lodging first information reports at public kiosks may become a possibility with the Administrative Reforms Commission recommending 'totally citizen friendly' registration of crimes.

The recommendation assumes significance in the backdrop of the observation by the National Police Commission that complaints were often heard against the police that they evade registering cases for taking up investigation when specific complaints are lodged at the police station.

The ARC, in its voluminous Fifth Report on 'Public Order', suggested that technology should be used to improve the accessibility of police stations to the public.

"Establishing call centres and public kiosks are possible options in this regard," the 342-page report said.

The panel, headed by M Veerappa Moily, noted that police manuals regarding investigation procedures were often not followed and supervision and monitoring of criminal investigations has also become ineffective.

"The Nithari killings confirm that there is large scale non-registration of FIRs due to both rampant corruption as well as deficiencies in the current departmental methods of monitoring and review of crimes," it said.

The Commission said that since registering of FIR is the first step in the criminal justice system, a process has to be evolved "in which registration of FIRs is totally transparent and instances of refusal to register FIRs are eliminated".
