The parents of the December 16 brutal gang rape victim have moved the National Human Rights Commission saying that the juvenile offender in the rape and murder of their daughter, who will be released on December 15, continues to be a threat to society. NHRC has issued notices to the Centre and the Delhi government on the complaint.

In their petition, the parents said the juvenile should be kept under watch. “They have submitted that such persons are a threat to the life and liberty of the common man. There should be a mechanism to keep a strict check on them,” an NHRC statement said.

The parents also expressed apprehension that the boy, who was largely responsible for their daughter’s death and was reportedly the most brutal among all the offenders, could repeat the crime.

The father has also demanded that the young man’s face be shown to the world. The juvenile was sentenced to the maximum sentence of three years in a reform facility. Speaking to the media, the father of the girl said, “He is an evident threat to society, to women and my family as well. Nobody knows how he looks. He has shown no sign of improvement. He was on the way to becoming a jihadi. How do we know we are safe?”

The juvenile, who is now 20 years of age, was convicted for gang-raping the girl in a moving bus on December 16, 2012 along with five others. The others -- Vinay Sharma, Vinay Kumar, Ram Singh, and brothers, Mukesh and Pawan Gupta -- being adults, were sentenced to death by the Delhi high court. Ram Singh committed suicide in Tihar Jail in 2013.

The parents also made a representation to Home Minister Rajnath Singh and submitted a copy of the representation to the NHRC along with their complaint.
