A day before Bihar Chief Minister Nitish Kumar is to release his 'report card' on the completion of a year in office, opposition Rashtriya Janata Dal has released a 'black paper,' highlighting his government's failures.

"The black paper, released on Thursday, highlights the failures of the Nitish Kumar government and mainly focuses on non-fulfillment of the promises made by him," RJD general secretary Shyam Rajak told rediff.com in Patna.

"The Nitish Kumar government is an announcement government; Befooling people without fulfilling any promise in last one year," the RJD leader said.

According to the black paper, Nitish's government was a big zero on law and order front.

"On coming to power, Nitish promised to make a crime-free Bihar in three months. But the crimes graphs have broken all previous records," Rajak said, claiming that about 80,000 crimes, including 23,000 murders and 7,000 kidnapping, were reported in the last one year.
