One person was arrested for allegedly outraging the modesty of a 27-year-old Russian tourist in Panaji, the police said on Friday.

Agnelo Noronha (32), who owns a beach shack on Utorda beach in south Goa [Images], was apprehended after the Russian lady, staying in a five-star hotel, lodged a complaint.

The incident occurred on Monday, when Noronha stopped his jeep in the middle of the road and tried to drag the girl into his vehicle while she was walking towards her hotel, the police said.

The police have registered a case under IPC sections 341 (wrongful restraint) and 354 (assault or criminal force to woman with intent to outrage modesty) against the accused, who has been granted bail by a local court. "We have also attached his jeep," an investigating officer said.

Goa receives around 25 lakh tourists every year, of which around four lakh are foreigners. Backpackers from the United Kingdom top the list, followed by Russians, who frequent this tiny coastal state famous for beaches.
