A 100-page special note prepared by the Bihar police on Rashtriya Janata Dal parliamentarian Mohammad Shahabuddin has pointed out that the notorious criminal-turned-politician had links with underworld don Dawood Ibrahim, Kashmiri militants and Pakistan's Intelligence agency ISI.

Shahabuddin, who was awarded life term on Tuesday, has 52 criminal cases registered against him. He was awarded a life sentence in a case involving the kidnapping of a Communist Party of India-Marxist Leninist worker eight years ago.

Quoting the note, a top police official told rediff.com on Thursday that Shahabuddin met Dawood Ibrahim in February 2001 at Mecca in Saudi Arabia during Haj pilgrimage.

According to police sources, the note on the criminal and anti-social activities of Shahabuddin was submitted to the Bihar government in 2003 by the state police. But neither the government led by Rabri Devi nor the 17-months-old Nitish Kumar government has acted on it or made it public.

"It remains a mystery as to why the successive governments have been sitting over the note exposing Shahabuddin's dangerous activities," the police official said.

The note was prepared by then Bihar DGP D P Ojha, who had demanded tough action against Shahabuddin after submitted the report. But the Rabri Devi government silenced him by removing him from the DGP a day after he submitted the note. It was Ojha who warned the government that Shahabuddin would flee to Pakistan if he was not arrested.

When contacted, Ojha said that the note had details report about Shahabuddin anti-national activities. "Everything is there to know about him," he said.

The note stated that Shahabuddin obtained many AK-47 assault rifles from Kashmir militants in 1996, some of which he kept for personal use and sold the rest to a criminal-turned-MLA of Uttar Pradesh and criminals of Bihar.
