The banned United Liberation Front of Asom carried out the killing of non-Assamese migrant labourers in the state at the instructions of Pakistan's Inter-Services Intelligence, Chief Minister Tarun Gogoi said on Tuesday.

"There is no doubt that the ULFA is working on the instructions of the ISI," he told reporters in Tinsukia after visiting violence-hit areas of upper Assam.

"The countries (Pakistan and Bangladesh) where the ULFA leaders are taking shelter do not want peace in Assam. The ULFA is also not interested in peace talks," he said.

Additional security forces sent to the state from other parts of the country would arrive as soon as they were moved from their current locations for redeployment in Tinsukia, he said.

Gogoi expressed concern that no investors would come to the state if violence continued, stunting the industrial growth of Assam.
