Observing that Jammu and Kashmir [Images] enjoys a high degree of autonomy in the country, Governor S K Sinha has questioned the demand for introducing self-rule in the militancy-hit state.

"There is talk of introducing self-rule in Kashmir these days without defining its contours. To me, democracy and self-rule are synonymous," Sinha said, apparently referring to the demand of self-rule being voiced by leaders of People's Democratic Party, a ruling partner in the state.

In his valedictory address at the conclusion of a conference on Indian federalism organised by Delhi-based Institute of Social Sciences in Srinagar [Images] on Sunday evening, he asserted that India is recognised the world over as having the most vibrant democracy.

"And, within Indian democracy, Jammu and Kashmir enjoys the highest degree of self-rule," he said, adding that the question of introducing self-rule in the restive state does not arise.

The Governor, however, averred this did not mean that further improvement in the quality of governance cannot be considered. For this, he stressed upon the need for making the third-tier of governance -- Panchayati Raj -- more effective.

Sinha said Panchayati Raj had already given a new dimension to federalism in India but it was yet to take roots in Jammu and Kashmir. "Sooner we make Panchayati Raj a more effective instrument of governance, the better," he asserted.
