Maintaining that there were 'excesses on both sides' in the Gurgaon violence, Haryana Chief Minister Bhupinder Singh Hooda on Tuesday said a judicial inquiry by a retired high court judge would be conducted into the incident.

"A demand was made in Parliament for a judicial inquiry instead of a magisterial inquiry, which has already been ordered. Now, I am going to order a judicial inquiry by a retired high court judge," Hooda told reporters in Delhi.

He said the decision was taken after discussions with Prime Minister Manmohan Singh [Images], United Progressive Alliance chairperson Sonia Gandhi [Images] and Home Minister Shivraj Patil.

"There will be a fair judicial inquiry," Hooda said, adding those found guilty would not be spared.

Hooda said his government had a pro-labour policy and would look into the interests of labourers and workers. "A solution (to the Honda workers imbroglio) will be found," he said.
