Mumbai: Owner of collapsed 'Sadaf' building arrested for negligence

The owner of the six-storey 'Sadaf' building in Mumbai, that had collapsed on Monday night claiming 11 lives, has been arrested, the police said on Thursday. The owner, Babu Qureshi, who was arrested on Wednesday night, has been charged with negligence. He will be produced in Mazgaon court later on Thursday, the police added.

Why owner only? all have to be caught, engineer, contrator, etc etc even from local govt. who is involved.
