Admitting that the performance of the Bihar administration under President's rule was 'adversely affected' following the appointment of Arun Pathak as advisor to Governor Buta Singh, Lok Janshakti Party president Ramvilas Paswan on Saturday said he had recommended the appointment of former Punjab Police Chiefs Julio Ribiero and K P S Gill in Pathak's place.

He said the Buta Singh administration was 'perfectly all right' in the first 2 months of Central rule but 'things started deteriorating after the appointment of the advisor.'

In a significant decision, Buta Singh had on Friday evening clipped the wings of Pathak, considered close to Rashtriya Janata Dal  president Lalu Prasad, by withdrawing key departments, including Home, Finance and Personnel from Pathak and directing that all files to the governor be routed through the chief secretary.
