The Election Commission is unhappy over the tardy execution of  non bailable warrants and the slow pace of making photo identity cards in Bihar.

EC Advisor K J Rao expressed his unhappiness over the matter in view of the next assembly polls in October-November 2005.

Rao, who arrived in Patna on Tuesday night, reviewed the poll prepration and law and order sitiation in the state. "Rao held a meeting with the district magistrates of 38 districts through video conferencing till late Tuesday night," sources in state election office said.

Official sources said Rao pulled up some DMs and police officials for tardy execution of NBWs and slow making of photo identity cards. Rao warned the DMs that they would be held responsible for not providing photo identity cards to  voters.

After announcing 'no photo identity card, no vote' for the next assembly polls in Bihar, the Election Commission had directed district administrations to issue the cards by September 15.

Rao, during his visit to the state early this month, said people without cards would not be allowed to vote in the forthcoming assembly elections in the state.
