"We hope this will be a historical event," Norway's special envoy Erik Solheim, who opened the ceremony, told the assembly.
"This is the first of many rounds of talks," he said.
Representatives from the two delegations were to address the assembly, which was being held at a resort north of the Sattahip naval base.
After the ceremony the two sides would retreat to the naval base at 1500 hours [1330 IST] for face-to-face discussions.
Bangkok's diplomatic community and around 150 journalists attended the ceremony at the Ambassador City Jomtien resort.
