LS passes bill to ratify POTO

The Lok Sabha on Monday night passed a bill to ratify the controversial anti-terrorism ordinance (POTO) with 261 members voting for and 137 against the proposal.

The opposition staged a walkout after the bill, to replace the Prevention of Terrorism (second) Ordinance, was passed.

Key NDA constituent Trinamul Congress, the NCP and the BSP stayed away from the House during the voting.

The DMK, which took an ambivalent stand during the discussion, and its rival AIADMK both supported the bill during the voting.

Replying to a debate on the bill, Union Home Minister L K Advani said the government had incorporated the changes suggested by various political parties to ensure that the measure was not misused.

"Safeguards have been incorporated. I appeal to the House to pass the bill unanimously," Advani said.

He said that 146 people, including five Pakistanis, had been booked under the measure in Jammu and Kashmir, Delhi and Gujarat among others since October 24 last year when POTO came into force.
