The Centre has set up a new commission under Article 339(1) of the Constitution to review the strategies of and approaches to tribal development in the country, Union Tribal Affairs Minister Juel Oram said on Friday.
The last such commission was set up in 1961 under the chairmanship of U N Dhebar, Oram told rediff.com in an exclusive interview.
For different reasons, including lack of political will, previous governments did not set up another review commission thereafter, he claimed.
The new commission was notified on June 27 after formal approval from Prime Minister Atal Bihari Vajpayee. Dilip Singh Bhuria, former chairman of the National Commission for Scheduled Castes and Scheduled Tribes, will head it.
The commission will have 10 other members: Chokila Iyer, S K Kaul, Meijin Lung Kamson, Kuwarsing Fulji Valvi, Diwakar Minj, Dr P K Patel, Dr Babubhai Doljibhai Damore, Dr Bhupinder Singh, Ram Sewak Paikera and P S Negi.
The panel will have a year's tenure and be headquartered in New Delhi. It will review the follow-up to the Dhebar Commission's recommendations as also the government's development strategies, including the tribal sub-plan approach, and suggest ways to effectively implement various policies in tribal regions.
On the basis of the Bhuria Commission's report, the government will direct the states to draw up and execute schemes for the welfare of tribal people, Oram said.
