In a letter to Union Home Minister L K Advani, RJD national spokesman Shivanand Tiwari charged Sinha with pressurising the police to bail out his nephew, Deepak Lala, proprietor of the Dhanbad-based Basanti Mata Hard Coke Enterprises, whose firm was found guilty of selling coal stolen from Bharat Coking Coal Limited, worth over Rs 1.47 million, in 1999.
A joint team of the Central Industrial Security Force and the police had recovered a huge quantity of coal from the premises of Lala at Harwa Adda in Dhanbad district of undivided Bihar on 25th September 1999, the letter said.
Addressing reporters in Patna, Tiwari showed a copy of the letter written by joint secretary of the Union home ministry O P Arya to the then Bihar chief secretary S N Biswas, dated 12.11.1999, in which the former had stated that undue influence and pressure was being exercised by senior state police officers on local authorities to influence investigations and initiate action against CISF personnel who brought the wrongdoing by the firm to light.
Alleging that Sinha was made the DGP of Jharkhand under pressure from the coal mafia, Tiwari also distributed to the reporters copies of a letter written by DIG (CISF) H V Chaturvedi to the Dhanbad superintendent of police, dated 18.1.2000, in which the former had requested the latter to ensure that the perpetrators of the crime were dealt with as per the law.
