Turmoil continues in Parliament

Parliament was paralysed for the seventh day on Wednesday, with slogan-shouting Opposition members adamant on their demand for the resignation of the Vajpayee Government over the defence scandal.

The chaos forced Speaker G M C Balayogi to adjourn the Lok Sabha for the day. Balayogi had earlier adjourned the House till noon.

For a change, the Opposition protest was led by women members, who stormed into the well even before the House was called to order in the morning.

Slogans and counter-slogans from both sides continued with Opposition members chanting, ''Gali, gali mein shor hai, yeh sarkar chor hai (There are slogans everywhere that the government is corrupt).''

Ruling National Democratic Alliance members, including women members, shouted back "Gali, gali mein shor hai, Congress chor hai ".

Women members belonging to the Congress, Samajwadi Party, AIADMK, Communist Party of India-Marxists and Rashtriya Janata Dal refused to heed repeated pleas by the Speaker to return to their seats, forcing him to adjourn the House for an hour.

When the House re-assembled at noon, the Speaker went through the first part of the listed business, including laying of papers, amid pandemonium.

A statement on behalf of Agriculture Minister Nitish Kumar on the price policy for copra for the 2001 season was tabled as he was not present in the House.

As the turmoil continued, Balayogi adjourned the House for the day.

Prime Minister Atal Bihari Vajpayee, who was present when the House assembled for the day, was seen talking to his party colleagues even after it was adjourned.

The Rajya Sabha was also adjourned for the day after returning the vote-on-account for the General and Railway Budgets amid an Opposition attack on the government.

Soon after Union Finance Minister Yashwant Sinha completed the exercise of moving the relevant vote-on-account bills, senior Congress leader Arjun Singh, amid laughter, said, "I beg to move that government should go".

Thereafter, Deputy Chairperson Najma Heptullah adjourned the House for the day after it passed the money bills approved by the Lok Sabha on Tuesday.

Before adjourning the House, Heptullah amid uproar said she wanted to make an announcement.

She invited the members for a slide show on rehabilitation work done in cyclone-ravaged areas of Orissa, saying members could see for themselves the work done for which they had contributed money.

There will be a similar show for quake-devastated Gujarat, she said.

Earlier, the Rajya Sabha was adjourned till noon.

As soon as Chairman Krishan Kant read out the first question, the Opposition led by the Congress shouted, "Gali gali mein shor hai, NDA sarkar chor hai (There are slogans in every lane that the government is corrupt)" and demanded the resignation of the government.

When some Bharatiya Janata Party members tried to raise supplementaries to the question regarding the Coal Ministry, Santosh Bagrodia (Congress) opposed it and threatened to move into the well of the House if it continued.
