SC makes fastening of seat belts mandatory

Expressing serious concern over the large number of deaths in road accidents, the Supreme Court on Thursday made the fastening of seat belts mandatory for occupants of the front seats in cars and directed the chief secretaries of all states and Union territories to implement the rule.

A three-judge bench comprising Justices B N Kirpal, V N Khare and Ashok Bhan passed the order after noticing that Delhi alone accounted for nearly 150 deaths in road accidents every month.

Additional Solicitor General Mukul Rohatagi informed the court that the Centre had already initiated the process and intends to make the fastening of seat belts mandatory for occupants of the rear seat also from October 2002.

Meanwhile, dealing with the matter of vehicular pollution, the bench banned the entry of all those goods vehicles into Delhi which use the capital's roads as transit routes to go to other states.

The court was told that on an average around 15,000 trucks pass through Delhi every night and they use the capital's roads only for transit.

The bench clarified that vehicles carrying goods for Delhi would not be barred from entering the city.
