DGAD mulls dumping duties on Italian yarn

The designate anti-dumping authority has recommended final duties against imports of acrylic fibre (below 1.5 denier) being imported from Italy.

The Directorate General of Anti-dumping and Allied Duties under the commerce ministry has in its final findings recommended imposition of $0.32 (Rs 15.54) per kg on all imports by Italian company Montefibre and $0.41 (Rs 19.91) per kg on all other exporters and producers from Italy.

The authority in its findings concluded that Acrylic Fibre (below 1.5 denier) has been exported to India from Italy below its normal value. The Indian industry has suffered injury, which has been caused by the dumped imports from Italy.

DGAD said imposition of the anti-dumping duty would not adversely affect the consumers and the users of acrylic fibre in India in the long run.

"On the contrary, imposition of anti-dumping measures would remove the unfair advantages gained by the dumping practices, would prevent the decline of the domestic industry and help maintain availability of wider choice to the consumers of the subject goods," the DGAD said.

The investigation in the case had been initiated on the basis of a written petition filed by the Forum of Acrylic Fibre Manufacturers on behalf of the domestic industry.

Investigation in the case was conducted for the period April 2000 to March 2001.

Acrylic Fibre is produced in various grades, which are defined in terms of denier. The product under consideration in the present case of below 1.5 denier as 1.5 to 8.0 denier are already attracting anti-dumping duty.
