Overall impact: Marginally negative

Positive features

Plan allocation for elementary education to increase from Rs 29.31 billion to Rs 37.29 billion in the coming year. This increase is expected to spur paper consumption.

Negative features Excise duty on paper manufactured by paper mills using 75 per cent non-conventional raw materials (like bagasse and wheat straw) has increased from 8 per cent to 16 per cent. Companies using such raw materials earlier enjoyed a significant advantage due to the excise differential. This benefit is no longer available.

Neutral

  • Excise duty on paper manufactured by paper mills using conventional raw materials like bamboo and wood pulp remains at 16 per cent.
  • Though the peak rate of customs duty has been reduced from 40 per cent to 35 per cent, the effective rate of duty of newsprint and paper & paperboards remains unchanged due to the balancing effect of surcharge.
