The Bharatiya Janata Party [Images] has decided to lodge an official complaint against the Congress, with the Election Commission, for using the title Bharat Nirman during its election rallies.

At a press conference in Bangalore on Thursday, senior BJP leader Venkaiah Naidu said that the Congress was violating the model code of conduct by using the title Bharat Nirman, which is an official programme launched by the government in 2005.

According to Naidu, using the title of a government programme in an election campaign was a clear case of violation of the poll code of conduct.

The BJP will lodge complaints against the Congress at the state as well as at the national level, informed Naidu.

Naidu also took on Prime Minister Manmohan Singh [Images], who has been involved in a bitter war of words with the BJP's prime ministerial candidate L K Advani [Images]. He claimed that the PM had chosen to attack the opposition to avoid giving an explanation regarding his failures. The senior BJP leader also dared the PM to "explain his failure to the people of the country".
