New bills for boosting power sector on the anvil

Union Power Minister P R Kumaramangalam said in Panaji, Goa, today that he would introduce Hydro Cess Bill and the Energy Conservation Bill in the winter session of Parliament.

He told the parliamentary consultative committee that he would like both the bills to go to the standing committee and then to the select committee for greater degree of deliberation so that both the bills become good pieces of legislations.

Kumaramangalam said, the question of setting up a regulatory mechanism for India's power sector had been discussed at various fora over the last decade and the structure approved by the chief ministers in December 1996, would be implemented.

Kumaramangalam said by enacting the Electricity Laws (Amendment) Act 1998, the government would facili tate more investment in the transmission sector. Due to this he said, the state of Goa could not sell any power to anybody out of the allocation made by the Central government, unless it had the capacity to receive the full allocated quota. He was commenting on the state government's move to do so as it had not the capacity to receive the same.
